Overview

VIVA's team has been involved in building applications for State of Wisconsin programs such as Energy Assistance Program, Lead Hazard Reduction Program, and Home Energy Assistance Program. The scope of the project is to redesign and develop an interactive website for Wisconsin Home Energy Assistance Program (WHEAP). The website administers the federally-funded Low Income Home Energy Assistance Program (LIHEAP) and the Public Benefits Energy Assistance Program in helping eligible low-income households meet their home heating and/or cooling needs. These services are provided locally through county social services offices, Tribal governments, or private non-profit, or other government agencies. The people get benefits from this program based on their living situation; household income and other criteria are set by this program.

Responsibilities

Conducted extensive interviews with the user group in collecting data for analysis
Designed an Object Model for the system using OOPS conceptsli>
Developed the Data Model for the system with the analysis
Developed an appointment-scheduling system to accept GEAP applications
Developed COM objects for the business model of the application and implemented them using DotNET and XML
Developed reports using Microsoft tools
Developed documentation for the entire system with DET Standards
Maintained the WHEAP System by attending to ad hoc change requests, emergency fixes, periodic database updates and developing programs for enhancements
Created an interface for download and upload of the XML files, created the structure of the XML file, created the XML Schema for validating the XML upload and designed tables for back-end processing
Created batch jobs to generate automated applications for eligible fixed-income households Designed a web service for the live feed of consumption data in WHEAP
